I've started a repository for a development branch of the PackageInfo 
code,  at http://beta4.com/mc/packageinfo-dev .

This includes:

PackageInfo-Base
  - includes a FileList-like services model for registering package 
operations
  - a bare PackageList UI that shows a list of package names and 
provides a context menu of services

PackageInfo-Exporters
  - provides an "export package" service with support for Squeak and VW 
output

PackageInfo-Extras
  - provides a "browse external references" service
  - Ned's changeset->package conversion
  - Daniel's code for recovering package changes from a changes file, as 
services

Monticello
  - a version of Monticello that will work with the modified PackageInfo
