My opinion: SystemWindows are not designed to be operated from the halo, 
but are actually Views that share the model with Squeak's older UI 
paradigm, MVC. They are special in some other ways (which we may or may 
not call unfortunate). Anyway, it is not unexpected that they do not 
behave as one might expect from "ordinary" morphs.
