The applications have to be translatable and not the frameworks just
because nobody but the application-writter knows the meaning of the
strings (see my description of 'start' as noun or verb problem).

And in every other view framework (html generation, pdf generation, etc).

I agree with this. We have enough to play with in the current version of
Babel.
