Ok I was not expressing myself well. My point is that we can have 
namespace
without having explicit reference operator. But this implies that you 
have to have import statement
at the namespace level.

With the classbox model the world is flat and you can change its 
flatness based on import.
But you are not allowed to refer to something outside froim within a 
method because from within
a method or class definition you can only access to your flat space.
