Ah, it turns out it happens in the regular Browser (and a lot of other 
places) if you have inboardScrollbars turned off *and* you have 
scrollbarsOnRight turned off (which is probably what everyone who turns 
off inboardScrollbars does in order to get the classic left-side 
flop-out scrollbar).
