[ENH] NewProgressBar ( v3 small improvements )

- MVCMorph gets a layer number of 10 to stay above most other morphs
(including SystemProgressMorph on layer 12)
- Now throwing a SystemProgressMorph away manually will discard it and a
new one will be used the next time
