Replacement shell for Windows?

Hello all,

I have some C/C++ source code for replacement shells for win2k, and that might be enough to allow me to solve my problem.  Basically, I need to "dumb down" some win2k boxes.  The goal is to have the administrator continue to see the default shell (explorer.exe) but to have end users get a very different shell that does only a couple of things.

One of my next tasks will be to install win2k on a spare machine and try one or more of the replacement shells.  However, at least by screen shots, they are vastly more complicated than what I need.  Also, I don't want to mess with C++ unless I really need to  do so.  A Smalltalk-based shell would be ideal.

Have any of you tried this?  I vaguely recall reading that "any executable can used as a shell", but I suspect that was in the win 3.x days.  War stories and/or pointers toward or away from things would be appreciated.
