Keyboard based fine positioning and sizing of morphs.

When a morph is sorrounded by its halo, you can position and size it
using the arrow keys at your keyboard.

How to:
	cursor-arrow:						move in 1 pixel increments.
	cursor-arrow + CTRL:				move in 10 pixels increments.
	cursor-arrow + SHIFT:				resize in 1 pixel increments.
	cursor-arrow + CTRL + SHIFT:	resize in 10 pixels increments.

For morphs that handles keyboard events (like TextMorph) just point the
mouse to any place but morph's bound.
