Hi Aaron,

yes it is possible: click on the squeak background until you get the 
"world" menu (it's the left mouse key for me, but may be different for you).
Proceed with "appearance", then click "preferences".
Click into the type "key" into the space where it says "Type here, hit 
Search".
In the list you will find "duplicateCtrlAndAltKeys" and 
"SwapCtrlAndAltKeys", respectively.

Now start clicking on the words with blue background, to see what other 
preferences there are.
