Well, note that cooperation on a project doesn't need people to be
co-maintainers - they just need to be able to write to the same
Monticello repo. The maintainer and his/her co-maintainers are the only
ones though that can make actual public releases - and it doesn't seem
like a big limitation to keep that number of people on the lowish side.
