The [RFI] tag was sort of unofficially supported as a tag meaning 
"Request For Implementation", similar to a [BUG] report, except that 
it's a request for an enhancement rather than a fix.  It wasn't used 
much, but I don't know if we should completely get rid of it.  Do we 
want the BFAV to support it along with the [BUG] tag?

In this case, sinceEdgar attached an enhancement changeset, you're 
right, he should have used [ENH] instead.  But if he was just asking 
around for someone to implement something (without attaching anything), 
[RFI] might have made sense.
