[BUG] [SqueakMap2] You can attempt to install a package that does not have an installable package

OK, sorry, I was tired and was too lazy to be more specific. ;)

What it means is that I still don't know how to use the new SqueakMap2
Package Loader interface.  I'm so in the habit of just clicking on the
page and seeing the Download: URL in the description that when it wasn't
there I jumped to a conclusion.  Clearly the wrong one.

Probably would be something to check for the next release.  Use of
alt-period as part of an application's user interface is probably
frowned on. ;)
