[BUG][FIX] Browser nag preference not used

There is a Preference to disable the nagging ("THIS CLASS HAS NO COMMENT!")
when a Browser is looking at a class without a class comment. In
Squeak3.7beta-5967, it looked like this preference was not being read
anywhere. The attached change set modifies Browser to read the preference
and nag only when appropriate.
