One thing I'd like to see tested and refactored is the ClassBuilder. 
It's a crucial part of the system, and may have untouchable parts - or 
at least parts that are untouchable by mere mortals. It seems to be 
too-tightly coupled to the standard development tools, so refactoring 
its public protocol would be very useful. (Especially for those of us 
building alternate dev tools! ;-)
