I've merged Ned's fixes into Brent's combined base package. It is at:

MCHttpRepository

The package is Network-IRC-fc.12.mcz.

So we now have one complete IRC package that works in 3.7.  I've been 
using basically the same code for the past 2.5 months without problem so 
I guess it is stable enough.

What we need now are some people to test out the package and report how 
it works.
