I have a dual monitor setup under Windows 2000.

This changeset works fine in 3.7a-5816, but it does not contain a 
postscript to add the new preference.

I evaluated this to add the preference:

Preferences
	addPreference: #useHalfOfScreen
	category: #windows
	default: false
	balloonHelp: 'if the user has two monitors, windows are only opened and 
maximised in the monitor with the hand'
