further to my last comment, I think there is a cvs.exe that comes with winCVS.  If you set a path in your windows environment to the directory where this lives, you can use windows cmd.exe to run cvs on the command line.

You would either need to set an environment variable for CVSROOT or specify it on the command line each time.
