3.7 Full: Developers or Media users?

I am working on the Resources framework which will have an easy way to
register new Media types. So media could be split into packages which define
one protocol (i.e JPEG, ZIP, MP3) (and I am interested in doing that
anyway).

Basic would have the File, HTTP access and everything else gets added in
Full. Media could be all the media types but not the development tools.
