[BUG] 3.8b6461 Text in version browser misalignedwith leftside scrollbars

In the 3.8b6461 image, with scrollbars set to left, internal, not
always showing.

open a VersionBrowser on a method that _does_ need a scrollbar and the
text starts at extreme left _under_ the scrollbar. Now it gets odd:-
resize the text view so that the scrollbar is still needed (go a little
bigger or smaller for example) and the alignment is corrected.
Make the text view enough bigger so that the scrollbar is _not_ needed,
then reduce it again - the alignment is screwed.

Change prefernces to 'always show VScrollbar'. Try again - note that
alignment is correct. Ditto if scrollbars are on the right (like any
sane person would ever want such a thing).

A possibly similar cause may be responsible for the ugliness of the
horizontal scroolbars used in (for example) the Browser and
FileBrowser. With the scroll bars internal the horizontal one has a
right edge that stops convenient for a 'scrollbars on right' setting
but is very ugly for scrollbars on left.

Oh, and the non-inboard scrollbars are of a completely different look!

I'm all for flexibility but really, this has got out of control and is
now damaging function. How about making some UI decisons and
simplifying?
