Usefull yes, finished in detail on all new features that people 
started: No.

We need to have releases from time to time that people can rely on to
build their stuff with. If you discount the new things and just look at 
the
parts that were in 3.7, then 3.8 is a better 3.7, as lots of bugs got 
fixed.
The rest is bonus.

And: there will always be a next release. We can't wait with a release
till we reach perfection.
