Correct. See http://minnow.cc.gatech.edu/squeak/3733

It's open source and gratis, all of it. The intent of the license has
always been to make Squeak free, however, there are some issues in the
wording of the license preventing it from being OSI certified. See
http://minnow.cc.gatech.edu/squeak/159 for details.

Actually, at the very top of the COPYRIGHT file is this paragraph:

(If you received this file as part of a Squeak distribution then
please stop here and refer instead to the copyright notices in
the individual files and to those in the file `LICENSE'.)

The source code to the platform-specific part of the Unix VM is
dual-licensed, basically it's under the Squeak License as long as it's
part of Squeak, and GPL if you use it elsewhere. Read the COPYING file
for the exact terms. But note that this applies only to the Unix VM,
not to Squeak as a whole.

The Apple fonts will be replaced completely in the 3.8 release of
Squeak, so there is already one less issue.
