ToolBuilder is supposed to be a core architecture item; put it in the image and
make anything that doesn't use it properly fail with a (hopefully useful)
warning. If we don't make older stuff get updated to live in new worlds then we
will end up wallowing in tar pits of decaying paleolithic coprolites.
