Packages is a different task and team than Modules. The Modules team is
working much more visionary, Packages is focused on making things happen
now using available tech (PI/SM etc), typically for the 3.9 release
cycle.
 
Modules is trying to come up with a unified new model for "modules" and
at this point that Team is in "inventory mode".
