Really distributed Monticello?

I was thinking (uh oh..) about how Monticello handles dependencies at
the moment. One of the things I really don't like is that when a
version has dependencies, they're just copied over to the new
repository.

Wouldn't it be an idea - I think simple to implement - to be able to
flag repositories as 'public', so when a version is stored in a
repository, for all its dependencies a check is made whether they're
available in a public repository. If not, the dependencies is copied;
if yes, no copying is done but the version holding the dependency is
simply annotated with a pointer to the repository.
