Help needed: 16 and 32 bit BMP files

I went and looked at photoshop and it only supports bmp to 24.  So I thought
maybe I was missing something and did a quick google and found this:

I wanted to do this with the netpbm tools, but ppmtobmp only accepts
bpp values of 1,2,4,8 and 24... So I'm at a loss as to what software
actually can produce these.
