caps lock introduces funny menu behaviour

This sounds like a problem I reported about 2 years ago:

It is now closed, I believe at the time of closing I tried and it seemed the 
problem has gone away with the 3.9 VM:

I just came after >3 weeks and have little time, but I plan to double-check as
