Very, very hard to tell.
Richer Provincias (States) and better ruled could have something between a
Pentium I to Pentium III range , many schools do not have any computer.

And I can't imagine how could the situation is on those where kids literally
are starving to death.
Each year have two o three cases , central government do much noise and
nothing useful.

Santa Fe (mine) is a oasis where we have what could say a better government
and Rosario is the only mayor city with Socialist (no Peronistas) on board.

And 20 years of this shows a big difference.
