Workspace aka. command line installation utility.

New features.
1 simpler more universal bootstrapping code (tested in 3.7,3.8,3.9)
2 install .st .cs from a url
3 fileIn script embedded in html page

    pulls out a script based upon given markers '<code st>...</code st>'
    file in text after stripping html tags out

Features.
.file in from squeakmap (list/search squeakmap)
.file in from web server based squeakmap (doesnt need loader)
.file in from monticello
.file in from mantis ( bug: 1234 fix: 'file.cs' )

I am hoping that this will be useful in the minimal images
