I would expect that those with the most experience as to where we are 
now with the release process and where we might go next would be the 
current release team.

Especially because nothing seems to be as easy as it first appears. I 
cite my own attempts to load improvements to DateAndTime into 3.9 
without upsetting the apple cart.
