SystemOrganization changes not recorded ( was Re: [ANN] 7061 = Squeak 3.9 final)

Well, you might be right. I can't help feeling that organization  
changes showed up in the filed out changes though; in fact I seem to  
remember them appearing far too often, like twice per fileout.  
Scanning some older .cs files I can find cases where the *class*  
organization has been included in the file, but no evidence to back  
up my suspicion. Class organizer changes do indeed still appear in  
the changeset.

There is a SystemOrganization>fileOut method that appears to work  
(although for some reason making a file 'SystemOrganization. 
1.st.st' !) and maybe that was hooked up at some point.
