Because your certification is visible. Even if it does not lead to  
promotion using the current algorithm, it still shows that you  
acknowledge someone to be a significant contributor, for example.  
Like, many people certified Dan Ingalls as Master for obvious  
reasons, even though they are not Masters themselves. It shows their

It's similar on a personal level like the appreciation of projects,  
which you also can do on the people site.
