netcat (http://netcat.sourceforge.net) works like a charm for this. At
my previous company we ran netcat from xinetd, to re-direct port 443
to 8443.

The correct way (which we did in production) is to have an iptables rule.

True. Except that 50% of the web runs Apache. Its a bit more battle
tested, I would say.
