I'm not totally sure what this is, something about exceptions and popup
menus. There's a change set attached, containing a few subclasses of
Notification, and a handful of associated methods. Bug was filed by Ken
Causey over four years ago, and the changes seem to have been penned by Avi
Bryant in 2003.
The status on the bug is 'new' (heh.)

Can this one be safely resolved now?
