Why would you even expect that to work without human intervention?

If the person who wants to load the fixes into pharo marks/tags the  
ones he tests as working in pharo, then those marked as working in  
pharo would load.

If that is too difficult then you use a task to define a fix in which  
the task knows its dependencies.

For example in my Magma load into Cuis, looks directly to see if the  
image already has Mutex loaded, if it doesn't then it loads it.
