OK, that's what I'd thought. The sentence didn't seem to say that, so
I thought I'd ask for a clarification. So it should say perhaps
"loading Xtreams into an Environment only exposing its public API".
That's not quite right. I'm trying to say "Incomplete is part of
Xtreams' API'. Anyway.
