I received a spam today through the old v3dot10 mailing list and I
realized that this along with a couple other old mailing lists should
probably be closed, at least to extent of not receiving new messages,
subscribers, and being visible in the list of lists.  As such on all
the lists below I have set them to emergency moderation mode (no
messages directly to the list), require approval from admin before
subscription, and not be listed in the list of lists:

v3dot9
v3dot10
v3dot11
v4dot0

The archives are still in the same place and it would take just a
moment to re-enable any list if needed.

There may well be others that should be similarly handled but it isn't
obvious to me where that might be the case.
