It's not about differentiating "users", but modes of operation.

Maui makes a distinction between "using" the system, and "developing" the
system.  Unless you're in developer mode, you can't modify existing UI
panels, only use them.

All the "use" functions are on the primary menus, and the "developer"
functions are on the "Shift"ed modifier menus.

I'm not sure if Squeak can benefit from a similar delineation, but do agree
that "noviceMode" is not a good nomenclature.  "developerMode" would be
much better, and it should be for purposes of trying to delineate between
"use" and "development", and nothing about the user.
