[BUG][FIX] ScamperTagParsing ( [er][et][su] fixes XHTML parsing of empty tags. )

This change set brings Scamper's handling of empty tags like "<br />"
into line with other browsers.

The space before the slash is added for compatibility with existing
browsers (which discard everything after the tag and attributes).
