[ENH] becomeForwardCopyHash-brp ( [et][er][sm] [approved] )

this changeset adds

	Object>>#becomeForward:copyHash:
	Array>>#elementsForwardIdentityTo:copyHash:


which will simply fail on an pre3.7 VM. So it's save to include this.
VM support is in the 3.7 VMMaker.
