[ENH]Automatic Transcript Openning ( [er][et][sm] Works as described. Packaged in ChangeSet and attached. )

OK, you've shamed me into reviewing...I started with an easy one to make
sure I understand BFAV.  I didn't get any attachments for this
enhancement so I created a change set and attached it (this seems like
what other reviewers do under these circumstances).  On to the meat:

Filed it in and it worked exactly as the author describes.  Move to or
from a project w/o a transcript window and one is automatically created
for you.  I'm sure this will be a nice feature for some people but I
don't particularly like it since I often don't need a transcript in a
given project.  There have to be alternatives to this approach like a
Transcript in a global flap? a "Transcript collector" which saves
Transcript output and displays it when a Transcript is opened?  Any
others?
