[ENH] IntegerPrintOnPadding ( [er] for 3.8alpha )

Changes are widespread enough that this should wait for 3.8alpha, I'd
say.  If there is a simpler fix for FileDirectory>>lastNameFor... for
3.7beta (?), somebody should submit that.
