[BUG] FileList does not rename and does not delete some files ( [closed] platform specific file close explained by Ned )

Original reported bug was due to attempt to close a file on Windows when
the file was held open by another file stream. Ned explained the
problem, and the explanation was followed by widespread agreement that
somebody should do something about filestreams some day.
