[ENH][VM][FIX] faster image startup 3.7 ( [er][et]Seems benign, possibly beneficial )

Testing this out in VMMaker 3.7 beta seems to work ok for RISC OS. I
suspect it might be worth scanning the image to work out the actual
number of objects rather than just guessing.
