[FIX][ENH] FileUrlRewrite-gk ( [su] attached SUnit tests pass, and FileList works, *on Windows* )

G¹ran posted the SUnit tests for this patch in a separate post entitled
'[FIX][TEST] UrlTestFixes-gk'. I've attached those SUnit tests to this
post so that reviewers for this fix can find them more easily.

I have done some cursory testing mostly by browsing around the FileList
(including to servers) and copying filenames to the clipboard, then
doing '(FileDirectory default readOnlyFileNamed: someFileName)
retrieveContents'.

 It looks pretty good to me..  At a minimum, we also need a review of
this patch on the Mac and on Linux, IMO.
