[BUG][FIX] Off-by-one error in 3.7a-5707 PLM drag-and-drop ( [approved] approved earlier by Ned )

This  thread fell victim to the BFAV reviewer notepad bug where the
notepad was regenerating titles...

In any case, Ned approved the re-named thread.  It should be included.
