[FIX] HttpSocketPortFix-cdm ( [er][et][sm][cd] Provided merged cs. Recommend including. )

An another fix by lr dated 7/30/2003 had made a changes, some of which
overlapped with this fix.
The attached revised change set keeps the one line change that was
unique to cdm's cs 5/20/2003 and restores the one line in ls's cs that
was (inadvertantly) backed out by cmd's fix.

Tested the single method with muliple pages.  This works and I recommend
including.
