[FIX][3.7g] RestartTimerInterruptWatcher-nk ( [et] problem )

Ran into a problem testing this.  I assume this fix should allow one to
save a project with a changesorter inside it?

- load this changeset in a 3.7b-3969 image (w/BFAV)
- open and enter a new morphic project
- open an ellipsemorph in the project
- open a simple changesorter in the project
- 'save project on file...' as EllipseProject
- seems to loop indefinitely while 'Publishing (collecting resources)',
cmd-. doesn't work, have to quit the VM

(A debugger eventually came up with the halted stack, but I couldn't
attach it here because the BFAV forced me to attach SqueakDebug.log,
which doesn't have it.)
