For the moment, I'd prefer to go with this fix to revert to the old
behavior. Chronology makes lots of Time/Date changes and I'd prefer that
people and code have a chance to absorb the impact of them before we
press ahead with more sweeping changes. Down the road we can consider if
#month and #year should change as Brent suggests.
