[FIX] Proper Endianness restoration ( [su][et] BitmapStreamTests v4: add tests for ShortIntegerArray and ShortPointArray )

  Doug, Ned, Stéphane and Harvesters,

  I looked at this one more time and finally I think I understand what
was wrong.  (But the margin of this email is too small to contain it.)

  File in ShortQuantitiesEndian.cs first, then ShortQuantities2.cs.
This satisfies Ned's .4 test.  (Which is also attached.)
