[UI] Fwd: TestRunner loses filter pane after loading UI ThemesandWidgets, squeak dev image

This one depends on a change to ToolBuilder to support LayoutFrames as well
as Rectangles for frames. Unsure how best it should be integrated... Will
remove for the moment I you like.
